 菲律賓總統杜特蒂對美國與中國比較的良心發言乎？

 網傳「菲律賓總統杜特蒂的良心發言」的一篇文章，在社群網路及通訊軟體流傳，並且附上中英語對照的內容，評論美國與中國以及比較。經台灣MyGoPen (來自於台語的「麥擱騙」) 網站判定為杜撰評論。[1,2]  MyGoPen 詢問菲律賓的事實查核單位《Vera Files》，該單位提供了相當詳盡的演講內容查核表單，證實並沒有說過這樣的內容。並且認為過去網路上就出現過類似文章，有各種改編謠言版本，並非實際狀況。

 俗語說：「盡信書不如無書」，對於不知名網站所言，最多只能「姑妄聽之」，尤其不少網站背景不明，或別有目的：最近在中美大戰中，不願選邊站的德國總理梅克爾，就被某華人網評人指控其東德人背景讓她仍嚮往共產統治，讓人懷疑是美國情報單位所支持的外圍份子。因此閱讀網上消息不可不慎。

 另一方面，網傳「菲律賓總統杜特蒂的良心發言」，很可能多非出自杜特蒂之口的「謠言」，但也有許多「言之成理」，需要讀者謹慎判斷。以下V代表MyGoPen整理資料，其他則被認定為沒有相關紀錄與報告。

 杜特蒂認為他原來是美國在西太平洋的馬前卒子，可是在他總統任上這些年，他一直在觀察中國，現在他對美國和中國做了最客觀的比較，以下是他極為中肯的評語:

 *當你選擇美國時，你已經選擇了戰爭。如果你選擇了中國，你就是選擇了和平。(When you choose the United States, you have chosen war. If you choose China, you choose peace.)

 *美國賣給菲律賓唯一重要的商品，就是「軍火」。價錢非常昂貴而是被他人秉棄的爛東西。(The United States is only the only important commodity sold to the Philippines, which is "arms." The price is very expensive but it is a rotten thing that others have thrown away.)

 *中國出口的都是玉蜀黍、基礎建設，都是色彩繽紛的商品，只有蠢人和沒水準的人才看不見。(China exports all kinds of shushu, infrastructure, and colorful goods. Only stupid people and unqualified people cannot see them.)

 *美國只會製造仇恨、動亂、戰爭，騙人的投資，然後套取大量的財富回美國。製造仇恨可以讓大家向美國購買更多軍火武器。(The United States likes to create hatred, turmoil, war, deceptive investments, and then take a lot of wealth back to the United States. Creating hatred will enable everyone to buy more arms from the United States.) [V: 杜特蒂總統沒有做網傳這樣的聲明。但在2019年6月曾表示美國希望繼續戰爭，以便美國可以繼續出售飛機、輪船和子彈。這就是為什麼美國想要戰爭的相關言論。]

 *美國是世上最邪惡的國家，他要建立美元為唯一的國際流通貨幣，藉此美國人就可以坐收漁利。(The United States is the most evil country in the world. He wants to establish the U.S. dollar as the only international mobile currency, so that Americans can enjoy it.)

 *為了在市場不斷地套回美元，所以美國需要不斷地製造動亂和衝突，藉機出售大量武器。(In order to continuously recoup the US dollar in the market, the United States needs to continuously create turmoil and conflict, and it can take the opportunity to sell a large number of weapons.)

 *美國在歷史上239年打了222場戰爭。他們的手沾滿了無數無辜的人的鮮血。(The United States fought a total of 222 wars in 239 years in history. Their hands were stained with the blood of countless innocent people.)  *美國人到處宣揚他們的民主和人權，其實他們是人道、人權及反民主的真正邪惡國家，真的不知道他們的導彈在世上已經殺死了多少人？真正是一個名符其實的「吃人族國家」。(Americans like to promote their democracy and human rights everywhere. In fact, it is in a truly evil country of humanity, human rights and anti-democracy. I really don't know how many people their missiles have killed in the world. It is a veritable "cannibal country".)

 *到此為止，大家都非常清楚為何美國不能跟中國和平共存。(So far, everyone knows clearly why the United States cannot coexist with China.)

 *美國不斷在高唱和平與建設，其實全是騙人的東西。(The United States keeps singing about peace and building, all of which are deceiving things.)

 *中國才是真正在建立一個「命運共同體」的國家。一個善用不斷提升的國力，應用在科技，軍事和經濟實力，努力去維持世界和平。當然這也會讓美國會怒火冲天。(China is a country that truly builds a "fate community." An organization that makes good use of increasing national strength to apply scientific, technological, military, and economic strength to maintain world peace. Of course, this will also make the United States angry.)

 *世界本和平，為何美國要把世界弄成那麼亂？中國只希望在科技上發展成一個強大的國家，這樣一定會讓美國非常憤怒。(The world is peace. Why does the United States make the world so chaotic. China only hopes to develop into a powerful country in science and technology, which will definitely make the United States unhappy.)

 *所以在未來的中美鬥爭中，中國所行的路是互利及雙贏，而美國愛走自己的路。(So in the future Sino-U.S. Struggle, China's path is mutual benefit and win-win, or Americans like to walk their own path.)

*我堅信中國絕對有能力去建立人類的正義和良知。創造高科技及高端產品來貢獻真正的「人類命運共同體」。( I firmly believe that China is absolutely capable of building human justice and conscience. Create high-tech and high-end products to contribute to the true "community of human destiny".)

 看這十四條內容，可以說是「中國觀點」，可能也有許多華人「心有戚戚焉」，但在與西方媒體宣傳戰中，「中國觀點」很明顯地居於下風，同時也是現世紛亂與危險源頭。美國在川普領導下，瘋狂打壓中國，無所不用其極，「世界本和平，為何美國要把世界弄成那麼亂？」大家都應思索如何能為扭轉世紀變局一發不可收拾盡一分力。
